What is a NEAP?
What is a NEAP on a Housing Development? — ESP PLAY’s Guide to Neighbourhood Equipped Areas for Play
As new housing developments continue to take shape across the UK, the role of high-quality outdoor play provision has never been more important. Among the most ambitious and impactful play spaces installed within larger residential developments is the NEAP, or Neighbourhood Equipped Area for Play — a vital part of creating thriving, family-friendly communities at scale.
At ESP PLAY, we are proud to be a specialist provider of NEAPs to the UK’s leading housebuilders, designing, manufacturing and installing exceptional outdoor play spaces that serve as true community focal points within new neighbourhoods.
What is a NEAP?
A NEAP (Neighbourhood Equipped Area for Play) is a large, dedicated outdoor play area designed to serve a wider catchment within a residential development. Established as part of the Fields in Trust “Six Acre Standard” and widely referenced within UK planning policy, a NEAP is the largest and most extensive of the three main types of equipped play space — sitting above LAPs (Local Areas for Play) and LEAPs (Local Equipped Areas for Play) in terms of scale, range of equipment and target age group.
A NEAP is designed to serve children and young people of approximately eight years old and above, offering more challenging play opportunities than smaller LAPs and LEAPs. It is typically located within walking distance of new homes — usually within 1,000 metres or around fifteen minutes’ walk — providing a destination play space that serves a wider neighbourhood rather than just the homes immediately adjacent to it.
A typical NEAP includes:
- A minimum of eight different types of play equipment
- A large, defined and enclosed play area, often with bow-top or steel fencing
- High-quality safety surfacing across all play zones
- Wheeled play and active sports provision (such as a MUGA, ball court or skate / scooter area)
- Generous seating for parents, carers, young people and the wider community
- Clear signage identifying the play area and its rules
- A buffer zone between the play area and surrounding homes
ESP PLAY designs and delivers NEAPs that meet — and consistently exceed — these planning standards, ensuring every scheme we deliver provides outstanding play value while meeting the technical, commercial and aesthetic needs of our housebuilder partners.
Why NEAPs Matter on Larger Housing Developments
NEAPs are far more than a planning requirement — they are a vital part of building successful, vibrant new communities at scale. On larger housing schemes, a well-designed NEAP becomes a true neighbourhood landmark, supporting:
- Active, healthy lifestyles for children, teenagers and families
- Stronger social connections between residents and neighbours
- Inclusive play opportunities for users of all ages and abilities
- Outdoor sport, fitness and informal recreation
- A clear sense of identity and place within the new community
For housebuilders, a high-quality NEAP also acts as a powerful marketing asset — showcasing a commitment to placemaking, community wellbeing and long-term resident satisfaction. For residents, it becomes one of the most loved and most-used features of their new neighbourhood.
ESP PLAY has seen first-hand how a thoughtfully designed NEAP can transform a large residential development into a connected, family-friendly community — and we are proud to support our housebuilder partners with this level of impact across the country.
